On the eve of his 55th anniversary, the head of the Administration of the Abaza district of the KChR Muhadzhir Nirov told about the stages of the creation and formation of the Abaza municipal district, its future plans for its socio-economic development.

- Muhadzhir Chagbanovich, the governing bodies of the new administrative-territorial unit were formed exactly 10 years ago. Did you manage to achieve the goals for the full functioning of the district and what are the main achievements?

- The first composition of the administration of the new territorial entity immediately had to solve political, socio-economic and economic issues in the complete absence of an appropriate base and model infrastructure. The management team and specialists have done everything possible so that all innovations not only took root, but also sprouted improvements in the lives and well-being of the residents of the region. Today, the Administration of the Abaza municipal district includes 16 structural units and is engaged in solving problems of the comprehensive qualitative development of the district.

- What is the district’s budget for this year? What are the main sources of income and plans to increase the budget in the future?

- The budget of the Abaza municipal district for 2019 is 309 million 717 thousand rubles. The main sources of income are tax revenues, the main share of which is accounted for the greenhouse complex “Yuzhny” and amounts to about 18 million rubles.

In 2019, in order to increase the revenue side of the budget, work will be carried out to clarify information about real estate objects of individuals and title documents, and explanatory work will be carried out with taxpayers to reduce the backlog.

We have also planned to conduct an inventory of municipal property in order to increase the efficiency of its use, as well as to monitor the completeness and timely payment of lease payments by tenants. An important measure is the control over the actual expenditure of gas, water and electric energy consumption. In this regard, monitoring is carried out in all budgetary institutions in order to identify inefficient spending. It is also necessary to reduce costs that are not due to extreme necessity.

- The area of ​​the district is more than 300 thousand square meters. There is enough arable land for the successful development of agriculture. How are things going in this direction?

- Farm production is the main activity in the Abaza municipal district. On the territory of the administrative entity, 66 peasant farms are registered, of which 12 are engaged in plant growing, 54 are engaged in animal husbandry. Also on the territory of the Abaza municipal district there is the largest in Europe agricultural complex “Yuzhny” with an area of ​​144 hectares. This is a huge greenhouse, in which cucumbers and tomatoes of different varieties are grown using the latest technologies. This company employs 246 residents of our district.

Every year, as part of the implementation of the Federal Target Program for the Subsidy of Agricultural Producers, assistance is provided in the preparation of documents for subsequent submission to the commission established at the Ministry of Agriculture of the KChR to review applications and make decisions on inclusion in existing programs and subprograms. The Department of Agriculture of the Abaza Municipal District conducts explanatory work with the population on participation in all existing targeted agricultural programs for the further development of livestock and crop production.

- According to official statistics, the population of the area in recent years, although not significantly, has grown. What contributed to this and what measures of state and private support are implemented in the district in relation to certain categories of citizens?

- The creation of the Abaza district was necessary to protect its original habitat, traditional way of life, business and crafts, to preserve culture and language. In preserving the identity of the ethnos, it is important that the Abaza do not become an ethnographic exhibit.

The population of the Abaza municipal district as of January 1, 2019 is 17,733 people. For comparison, as of January 1, 2018, the number of 17,530 people was recorded, and at the beginning of 2017 - 17,450 people.

The main growth of the district’s population is due to the establishment of additional social support from the federal and republican authorities, such as free provision of land to families with three or more children, a monthly allowance for a third child in the amount of 9,600 rubles and a one-time allowance for the birth of a fourth child in the amount of 100 000 rubles, as well as the provision of benefits for housing and communal services, transportation and food.

In addition, in our district, as well as throughout the country, special attention is paid to improving the quality of life of the younger generation, youth employment, the construction of kindergartens, schools, and sports facilities. All of these conditions are of great importance in improving the demographic indicators of the area and maintaining a healthy nation.

The large Abaza businessmen, farmers, private individuals who regularly provide financial and other assistance do not remain aloof from the problems of the region. We thank them so much. 

- Most of the Abaza settlements remained outside the territory of the formed Abaza municipal district. What are the forms of interaction with them?

- We have warm and friendly relations with the Abaza villages that are not part of the Abaza district. When large-scale events take place in the Abaza district, whether it be sports or cultural events, representatives of all Abaza villages are always invited. At the presentations of animated and feature films in the Abaza language, DVD’s with these films are presented to all children, regardless of whether they are residents of the district or not, all teaching materials are distributed to all Abaza schools and kindergartens of the republic.

- Representatives of different nationalities live in the district, but more than 85% are ethnic Abaza. What measures are being taken to preserve and develop the language and culture of the Abaza ethnos as a whole?

- The problem of the preservation of the ethnos is next to the problem of preserving the language The solution of this problem in our area is given special importance. In order to preserve the Abaza language in the schools of the Abaza districts, the number of study hours has been increased, and we try to use the extra circles assigned to extracurricular activities in order to popularize our native language.

In educational institutions, many activities are carried out to revive and preserve the customs, culture and traditions of the Abaza people. In order to increase students' interest in learning their native language, literature and culture, identifying and supporting talented children, District readings have been held in 2011.

Since 2015, the Republican scientific-practical conference “Tabulov’s readings” has been held on the territory of the Abaza municipal district within the framework of the “Festival of the Abaza language and literature” with the participation of researchers in the field of philology, linguistics, history and ethnography, teachers of the Abaza language. Also, an annual contest of poetic and prose creativity “the first attempt at writing” is held. The organizers of the competition are pleased with the fact that there are many students' works in the Abaza language.

Since the study and preservation of the language begins to take shape in a child at an early age, a number of activities in their native language are held in kindergartens — performances, scenes using elements of folklore — tales, legends that reveal the richness of the culture of the people to children. Children in kindergarten watch cartoons in Abaza language. The center of culture and leisure of the Abaza municipal district is annually staging performances in its native Abaza language for children and adults. The characters of the cartoon films “The Lion King”, “Three from Prostokvashino”, “Winnie the Pooh”, “The Twelve Months” and the first feature film “The Chronicles of Narnia” spoke in Abaza.

- All these measures to protect culture and language are carried out within the municipal budget?

- Yes, but here it should be noted the invaluable contribution and support from the ANO “Alashara”. The teachers of all preschool institutions of the district use special training manuals developed by the experts of the autonomous non-profit organization “Alashara” in their work. The released book novelties come to all district school libraries, centers of creativity and leisure. The participation of the younger generation in the numerous actions, festivals and competitions held by the organization give an additional incentive to young people for a more reverent attitude to their culture and the desire to develop it.

It is gratifying to note that all the accumulated experience in the preservation and development of the Abaza language necessarily spreads to schools and kindergartens of all Abaza villages, including those not belonging to the Abaza municipal district.

- Muhadzhir Chagbanovich, everyone understands how difficult it is to be a leader, because the work takes most of the time. How do you manage to keep healthy relationships in a team? But it is still necessary to devote time to family, friends. Where do you get strength and inspiration?

- The staff of the administration of the Abaza municipal district are professional, qualified specialists, who care for their work. In this regard, there is a complete understanding of all the issues that must be faced and resolved daily.

When working in such a position, the understanding of responsibility for the assigned work is the main source of strength and inspiration. Forces are brought by a team that charges each other with its energy, and, of course, results - everything is interconnected here.

Any executive power today must create such conditions so that the citizens living in this territory feel comfortable. And my family understands what responsibility lies on my shoulders and what service I am at. If people trust me, then I have to justify this trust.

Over the 10 years of the district’s existence, tremendous work has been done in all directions. And today, I can say with confidence that professional excitement has not gone away at all: I see prospects, set ambitious goals, I want to do a lot more.
