The tenth meeting of the Supreme Council and the Presidium of the World Abaza Congress was held in Karachay-Cherkessia.
The tenth meeting of the Supreme Council and the Presidium of the public organization "World Сongress" was held in Arkhyz, Karachay-Cherkessia on July 25.
Before the trip to the venue of the meeting, members of the council, as well as athletes from Abkhazia, who came to the "Abaza" sports and cultural festival, laid flowers at the monument to the volunteers of Karachay-Cherkessia who died for the freedom and independence of the Republic of Abkhazia during the PWPA of 1992-1993.
Mussa Ekzekov, Chairman of the Supreme Council of the Congress, chaired the meeting.
In his opening speech, he noted that for the first time the meeting was held in Karachay-Cherkessia, as well as within the framework of the "Abaza" cultural and sports festival, which not only became an important holiday of the unity and brotherhood of the Abaza people, but also contributed to the preservation and development of the ethnic group.
The minutes of the meeting were taken by the Executive Secretary of the WAC Inar Gitsba. He informed the participants about the presence of members of the Supreme Council. Mussa Ekzekov, Inar Gitsba, Kan Tania, Vadim Kharazia, Arda Ashuba, Ahmet Khapat, Armida Chagova, Vladimir Pshenokov, Murat Mukov and Temur Rekvava were present in person. Nuri Kvarchia, Inver Alshundba, Dzhambul Indzhgiya, Viacheslav Chirikba, Amina Lazba from Abkhazia, from Moscow - Beslan Kobakhia and Daur Bargandzhia, from Batumi - Natalia Lazba, from Jordan - Anvar Chkua , from Germany - Erkan Khadzhimba, from Turkey - Murat Gechba, Ercan Bashnyhu and Mehmet Ali Dohma.
Gitsba recalled that, according to the charter, a quorum of 22 people allows a meeting to be held.
After voting for the adoption of the agenda of three items, those present heard speakers on these items.
The Chief of Staff Kan Tania spoke in terms of the first point on the convening of the Congress of the World Abaza Congress and the general estimate of organizational costs. He said that [for almost 5 years of work with the current team] more than 70 million rubles of the total amount of expenses for the activities of the organization were donations from the Chairman of the Supreme Council Mussa Ekzekov, 10 million rubles from the member of the Supreme Council, the head of the Moscow Abkhazian Diaspora Beslan Agrba. 38 thousand rubles were received in the form of contributions from members of the Congress for the period from 2018 to 2022, donations and membership fees from the Turkish Regional Branch amounted to 55 thousand lira (about 300 thousand rubles) for the period from 2020 to 2021.
Executive Secretary Inar Gitsba spoke on the second item, on the approval of the Regulations "On the procedure for electing delegates to the meeting of the Congress" and determining the norms for the representation of Congress delegates from the regional branches of the World Abaza Congress.
This year, the organization is celebrating its 30th anniversary, and in December 2022, a meeting of the Congress is planned to be held in Sukhum, where it is planned to invite delegates from many countries. As Inar Gitsba noted, until 2017, the charter of the organization did not provide for a membership system and the procedure for determining delegates to the congress. Therefore, the lawyers of the Congress worked out this issue; a procedure was created for determining delegates to the congress from regional representative offices. Then Gitsba voiced the proposal.
"Only members of the Congress can become delegates, and each regional representative office receives ten percent of the delegates from the total number of members of the Congress of this region. The only reservation stipulates that the total number cannot exceed fifty delegates from one or another regional representative office," said the Executive Secretary of the WAC.
The proposal for a new order was presented to the members of the Supreme Council and the Presidium, materials for review were sent out in advance. The members of the Supreme Council and the members of the Presidium of the Supreme Council unanimously approved the proposed system.
Accordingly, at the next VIII congress of the public organization "World Abaza Congress" the list of delegates from regional offices will be formed in accordance with the new procedure for the formation of delegates.
After the approval of the number of delegates and countries, participating in the congress according to the new scheme, Mussa Ekzekov, Chairman of the Supreme Council of the WAC, noted that the result shows a rather low degree of involvement of regional branches in active work.
"The number of delegates is directly proportional to the efficiency of the work of each department, and here I would like to remind you that it depends on us how traditions and the native language are preserved on the ground," the Chairman of the WAC Supreme Council emphasized.
In the third issue of the agenda - "Miscellaneous" - the head of the Administration, Kan Tania, announced information about the appeal to the Supreme Council, which was received on July 20 from the Public Organization "Abaza".
He said that the appeal from the Chairman of the organization "Abaza" of Karachay-Cherkessia Umar Konchev to the members of the Supreme Council of the Congress contained a request to consider and adopt several items. They relate to the attitude towards the SMO of Russia in Ukraine, the publication of the sent video and assistance in the issue of assigning the status of combat veterans to volunteers from the KChR who fought in Abkhazia in 1992-1993.
"In response to the appeal of the "Abaza" organization, it is said that as early as March 3, 2022, Mussa Ekzekov made a written statement of full support for the start of a special military operation in Ukraine adopted by the President of the Russian Federation Vladimir Putin. We informed Umar Konchev in a video format that the information policy of the Congress portal involves the translation of all materials into six working languages of the Congress. We asked for the content of the video to be translated into these languages in order to consider publishing it on our online resources. On the third item - according to the information we have, the Chairman of the Union of Abkhazian Volunteers of the KChR turned to the speaker of the KChR parliament with a request to assist in resolving the designated issue, to which the Speaker of the Parliament gave a detailed answer," Kan Tania listed.
After the meeting of the Supreme Council, Chairman of the Supreme Council Mussa Ekzekov highlighted the atmosphere in which it took place.
"In my opinion, the Council passed in one breath. Everyone was in a good mood. Today we discussed the main issues of the formation of regulations for the preparation for the next meeting, determined the protocol for the preparation of future delegates for our event in December in Abkhazia, in Sukhum. Today we made a very correct decision on the number of delegates from each country, which depends directly on how many members of the Congress there are in these regions. We will work actively - there will be more people, there will be more representatives - there will be more proposals. We will discuss and improve this, and, if necessary, make additions and changes to the charter so that we work more efficiently," concluded Ekzekov.
Meetings of the Supreme Council and the Presidium of the World Abaza Congress are held on a regular basis every six months.
